The Department of Veterans Affairs (VA) has officially launched market research to inform a potential large-scale contract aimed at modernizing its overall data integration infrastructure. Published via a sources sought notice, the new initiative—designated as Mission-Oriented Services for Application Integration and Capabilities (MOSAIC)—is designed to resolve critical access and reliability gaps that currently hinder the authority and dependability of enterprise data. MOSAIC will encompass key mission systems across the department, including the VA Profile online portal for veterans, the Health Data Repository containing vital clinical information, and the joint Veterans Affairs/Department of Defense Identity Repository (VADIR) database.

The initiative highlights an expanding requirement for advanced data capabilities as federal operational environments grow increasingly complex. The department explicitly noted that its evolving missions demand real-time transactional application programming interfaces (APIs), bulk and analytical access capable of supporting large-scale data-lake workloads, event-driven and streaming data exchanges, and artificial intelligence-ready data products. Through this market research effort, the VA is requesting industry insight on how MOSAIC can shape its overarching technical landscape over the next five to ten years, as well as recommendations on potential acquisition strategies for execution.

For defense, federal government, and industry leaders, the MOSAIC program marks a significant transition from traditional integration methods to modern, automated architectures. The department is seeking specific feedback regarding how artificial intelligence agents, agent-to-agent interactions, real-time streaming, interoperability standards, automation, and reusable data products might alter or displace traditional middleware, point-to-point architectures, and manual integration services. Because MOSAIC impacts shared military databases like VADIR, its outcomes hold key implications for interagency interoperability between defense and civilian health infrastructures, while establishing clear opportunities for system integrators.

The RFI outlines a series of vendor questions distributed across ten broad technical areas, including a direct comparison between platform-first architectures and managed services operating models. Prospective industry partners seeking to shape the VA’s long-term acquisition strategy must limit their RFI submissions to 25 pages. All responses are due to the department no later than 3:00 p.m. Eastern Time on November 4. (Source: Washington Technology)
