USAF Reorganizes Enlisted PME with Virtual Learning and Wing-Level Command Oversight
The Air Force is overhauling Enlisted Professional Military Education by introducing asynchronous virtual Foundations courses and consolidating schoolhouse oversight under local wing commands to sustain operational readiness.
The U.S. Air Force is executing a comprehensive overhaul of its Enlisted Professional Military Education (EPME) framework, introducing virtual Foundations courses alongside a sweeping structural reorganization of schoolhouse governance. Guided by Chief Master Sergeant of the Air Force David R. Wolfe and EPME modernization lead Chief Master Sergeant Jonathan Rapelje, the initiative transitions the service away from a legacy model that periodically paused operational activity for training, moving instead toward an agile, continuous learning architecture. Under the modernized framework, modular, asynchronous virtual courses taught by subject matter experts will replace five-day in-residence wing-level courses. This change enables Airmen to complete essential leadership development at their convenience without departing their operational units. The service expects to deploy the Virtual Foundations Platform fully before 2030.
In parallel with digital courseware deployment, the Air Force is standardizing the command-and-control hierarchy governing PME facilities enterprise-wide. Currently, major PME centers—such as Noncommissioned Officer Academies (NCOAs) and Airman Leadership Schools (ALS)—report through fragmented command lines, including Pacific Air Forces (PACAF), U.S. Air Forces in Europe (USAFE), and Air Education and Training Command (AETC). The realignment consolidates oversight of all installation-level PME centers directly under local wing command structures. This shift grants wing commanders direct visibility and clear operational accountability over the complete enlisted development spectrum. Enterprise curriculum, policy guidance, and rigor will remain centralized under Air University’s Barnes Center for Enlisted Education to preserve force-wide standards.
