OPM Mandates AI and Cyber Talent at Center of Federal Staffing Plans

The Office of Personnel Management (OPM) has formally instructed federal agencies to place technology talent acquisition at the core of their upcoming fiscal year staffing strategies. In newly issued guidance signed by OPM Director Scott Kupor, agencies are directed to explicitly reserve full-time positions for specialists in artificial intelligence, data science, and cybersecurity. The directive enforces an October 2025 executive order mandating centralized workforce planning to identify critical skill gaps, eliminate operational redundancies, and align federal hiring with presidential technology priorities.
To fulfill these requirements, OPM is pushing agencies to aggressively utilize specialized talent pipelines, notably the Tech Force initiative and the CyberCorps Scholarship for Service (SFS) program—the latter of which was recently updated to enforce mandatory AI competency standards. The guidance establishes a firm, governmentwide benchmark requiring that at least 33% of external federal hires consist of early-career candidates, managed through OPM’s Early Career Talent Network. However, operationalizing these pipelines remains challenging; Tech Force has onboarded roughly 300 participants to date against its original 1,000-person target, while SFS recipients previously faced offer revocations during agency budget contractions.
