The General Services Administration has officially implemented a cost-recoverable fee structure for its USAi testing platform, requiring federal agencies to pay a fixed platform fee alongside pass-through model usage costs as pilot programs conclude.
The General Services Administration (GSA) has transitioned its USAi artificial intelligence experimentation platform from a free pilot program to a paid, cost-recoverable service model. According to updated agency guidance, participating federal agencies will now incur a tiered platform access fee alongside pass-through costs for underlying model usage. The move formalizes GSA’s long-term sustainability strategy for federal AI procurement following the platform's initial launch in August 2025 under the White House AI Action Plan.
Under the updated fee structure, the fixed platform access fee is calculated based on expected agency workload and organization size. Model usage fees—which vary across different AI provider models and tools—are passed directly to agencies at cost without markup. As of mid-2026, 25 federal agencies actively utilize USAi to safely test and deploy government-approved AI tools, with an additional 16 agencies slated to onboard before the end of the year. Transitioning to a fee-for-service framework ensures infrastructure scaling keeps pace with expanding adoption across civil and defense mission sets.
