GAO Exposes Fee Opacity Across General Aviation Fixed Base Operators

A new Government Accountability Office audit reveals that while general aviation fuel pricing is widely transparent online, mandatory service and facility fees charged by Fixed Base Operators remain opaque. This information deficit introduces cost volatility and operational friction for government, defense, and civilian flight operations utilizing public-use airfields.

A newly released Government Accountability Office (GAO) report highlights critical transparency gaps across national airport infrastructure, revealing that while general aviation fuel pricing is readily available online, mandatory service fees charged by Fixed Base Operators (FBOs) remain largely hidden from digital channels. Conducted pursuant to the Federal Aviation Administration (FAA) Reauthorization Act of 2024, the investigation utilized covert inquiries across 45 FBOs at 40 diverse airports. The results demonstrated that published fuel prices generally matched direct phone quotes within a narrow margin of $0.50 per gallon. However, data regarding required ancillary costs—such as ramp handling, overnight parking, facility access, and dynamic special-event surcharges—was consistently absent or difficult to verify online prior to arrival.

For defense leaders and operational planners, these findings carry practical implications. Military flight detachments, defense contractors, and civil federal agencies rely extensively on civil airfields and commercial FBO networks for transit, training sorties, tactical mobility, and emergency response operations. Unpredictable fee structures create direct cost friction and administrative overhead for government personnel operating on fixed per-diem and mission support budgets. While major corporate FBO chains have begun centralizing digital pricing data, smaller operators and dynamic event-pricing models frequently obscure total mission costs. This lack of upstream cost visibility complicates pre-flight logistics planning for federal flight operations across domestic airspace.
