The Office of the Assistant Secretary of Defense for Health Affairs has formally initiated a comprehensive three-year demonstration project providing reimbursement for gamete retrieval, cryopreservation, shipping, and storage to eligible active-duty personnel. Mandated under Section 709 of the Servicemember Quality of Life Improvement and National Defense Authorization Act (NDAA) for Fiscal Year 2025 (Pub. L. 118-159), this pilot program establishes a structured policy framework to evaluate the overall utility, operational feasibility, and systemic cost of integrating specialized reproductive preservation into standard defense healthcare delivery.
The demonstration project targets high-tempo operational forces across the Army, Navy, Marine Corps, Air Force, and Space Force. Covered members include active-duty personnel who have received official orders—or are determined likely to receive orders within 120 days—for duties qualifying for hazardous duty pay. Additionally, the eligibility window extends to servicemembers facing deployment orders or extended sea duty that results in geographic separation from a spouse, domestic partner, or dating partner for a period of not less than 180 days.
