Building on a late-2025 proposal, this supplemental notice incorporates additional options to align federal water oversight with the U.S. Supreme Court’s landmark 2023 decision in Sackett v. Environmental Protection Agency. The joint effort seeks to establish long-overdue regulatory certainty and standardized CWA program execution across federal land management agencies.
