The Centers for Medicare & Medicaid Services (CMS) has awarded a joint four-year contract to Mathematica and Deloitte to execute its new Learning Insights for Action (LIA) initiative. The effort aims to modernize how the CMS Innovation Center evaluates, refines, and scales high-performing healthcare delivery and alternative payment models across Medicare, Medicaid, and the Children’s Health Insurance Program (CHIP). By deploying advanced analytics, continuous learning methodologies, and empirical data frameworks, the initiative will systematically identify operational best practices and accelerate their deployment across federal healthcare programs.
Under the LIA project, Mathematica and Deloitte will combine data science capabilities with policy expertise to analyze participant performance across diverse healthcare delivery pilots. Rather than assessing models in isolation, the contractors will build a cross-model analytics environment designed to capture operational insights, isolate variables driving cost reduction and quality improvement, and disseminate actionable strategies. This structured approach to knowledge management enables CMS to transition successful pilots into permanent, broad-scale payment and care delivery programs with lower friction and higher predictability.
